Does anyone have information on self uniting ceremonies in Cumberland County PA? Thanks?

My fiancé and I are more spiritual then religious and have decided that we do not want a minister performing our wedding ceremony. We have thought about having a judge or other officiant, however I feel that is impersonal and boring. So I would like my brother from California (who is not an officiant) to help us with the ceremony. I have heard from some that online officiants are not recognized in some counties in PA, so I was very excited when I discovered the self-uniting marriage license. Now I would like more information if anyone has any, specifically for Cumberland County PA. Thank you!
